Lupe rocks.
She would make for a nice mentorish roll for the younger FFs. Always nice to have more than just the kiddies out there kicking ass (most of the core FFs are 15 or 16; Lupe is more of a mid-30's or so, it would seem). She's long been my favorite SatAM character.

In the Archie series, she was given a bit more to go with. She was a bit more stubborn and slightly on edge (maybe a bit unpredictable), and was also a proud mother (one of the few additions I liked from Penders). Not a whole lot to make her an additional cast member, but it did make her more distinguishable. We still have yet to see what her reboot incarnation will be like.
For my series, I made Lupe much more memorable as a character. The problem I had was trying to find a suitable role for her to play in the series without making her seem repetitive or pointless. In the end, I settled with her being a wondering shaman/sorceress who aids the Freedom Fighters by providing them with advice, spiritual training, or sending them on magical quests (similar to Yoda or Rafiki). And for personality, she could be slightly quirky or sassy, but still highly respectable. And maybe a Spanish accent for a bit of flavor.

Lupe's only major roll was in Cry of the Wolf. She's just there for contiuity in Doomsday. So, we really don't get to see enoufh of her to really get a feel for her true character. Thus, there is a bit of plyability for fanfics and whatnot.
There are a few works out there that paint Lupe as more of a shamanistic character, which would be a rather cool aspect to see in SatAM. Magic and science both coexist within SatAM, so a technogically proficiant shaman would be a nice angle to work. For better storytelling, I'd set it up as more along the lines of it being something that Lupe inherited, but perhaps hasn't explored all that much. Awaken her powers over time, rather than just say "Oh, and now Lupe is a powerful techno-shaman!".
I would definitly have to oppose the Spanish accent idea. Spanish, French, and Russian accents are rather annoying. Ant and Dulcy are the annoying ones. We don't need Lupe being ruined by a bad accent.

But Bunnie spoke in a stereotypical Southern accent and Snively had a slight British twang, yet they weren't as annoying as the others.
Honestly, the only one which came close to annoyance was Sonic's dated 90's kid lingo. "Mondo-this, mega-that, hip n' kewl, rhyming phrase" and all that.

I don't think anyone actually said any of those words in the 90s. Not even the cool kids.
And maybe a Spanish accent for a bit of flavor.
But Lupe isn't Spanish.

Her name is Latin for Wolf (ironically fitting for Sonic names). In Italian it is the plural form of female wolf. Name-wise she could easily be another Latin based culture.
Culture-wise the Wolves seem inspired by generic Native American Culture leaning mostly towards Central American Culture.

Bunny and Snively's accents suit their characters rather well. I don't find either annoying. Sonic's lingo is indeed dated... But he was a lot cooler back in the day... Ant's accent has always grated on my ears. And Dulcy's annoyance factor is her ditzyness, not her voice.
Lupe doesn't have a spanish accent. Giving her one would wreck her character. Lupe is more of a Native American character. Don't try robbing her of her identity. I'd have to disagree with Red's assessment of location, though. Given the nature of their hide-out, I'd put them more on par with the cliff-dweller civilizations in the western US.

I found it listed as Spanish in origin - the shortened name for Guadalupe, which is based on a river in Spain with an Arabic-Latin name. The "-lupe" does come from the Latin lupus, ī (m).
However, her name could have a different origin, since the derivatives of the Latin lupus are present in most of the Romance languages, and could possibly be adopted by other cultures to form names; just like the case with the Rìo Guadalupe, which has an Arabic-Latin name although is located in Spain.

How exactly does giving her an accent "wreck her character"? If a Southern accent can work for Bunnie without harming her, I don't see why a Spanish one wouldn't work.

Considering that a majority of Mexicans are of Native American descent (having mixed with Spaniard colonists), I can see where the confusion lies.
As such I feel she can have Spanish side, but the focus should be on her Native American culture
Of course. That's why I made her a mystic in my series.
Sure, it may seem a bit stereotypical, but spirituality is an important aspect to Native American culture. And I figured Lupe would be the perfect candidate to represent that. Plus, there aren't that many magical teachers in the Sonic franchise.

Lupe and the Wolf Pack was an interesting concept, but barely utilised in the show. Even in their limelight episode, they barely contributed everything. Sonic and Sally were still doing all the grunt work and character chemistry.
The comics do a little more with them, but she still feels a bit underdeveloped. A recent arc played on their whole 'stubborn warrior clan' role but they still don't exactly stick out (I like the idea of pairing her up with Big more often in stories though, like Sally it could make an amusing contrast).

Personally, the whole rivalry thing between the Wolf Pack and Felidae was shoehorned and just there to support the canines vs felines stereotype.
