Correct me if I'm wrong, but SatAM and AoSTH both aired in 1993, didn't they? Is there a reason DIC funded two separate shows that went in wildly different directions?

This is pure speculation on my part, but I wouldn't be surprised if what happened was something like this: first they made the pilot episode for AoStH. Somebody liked it and commissioned a full season. After several episodes were made, the guy who had liked it changed his mind (or had gotten sacked or whatever) and instead commissioned SatAM. Meanwhile, they still had several episodes for this other show done already, so they shopped them around until they found somebody who would take them, and they ended up making a whole series out of it.

I think it was that one group wanted to make the show more serious and a bit more of an ongoing series (SatAM) and one group wanted to make it more like previous Video Game Shows such as Super Mario Brothers Super Show, Saturday SuperCade, and So on (AoStH)
