Eh? Sally had the vest in season 2, and you said she looked better without it, suggesting she looked better in season 1, then you said everyone (presumably including Sally) looked better in season 2. Make up your mind!
Me, I'm so used to seeing her with the vest (due to Archie) that she looks weird without it.
Anyway, I think it had less to do with her being "naked" and more to do with having a better color balance. Her dark brown fur and light brown fur complement each other; the blue provides a bit of contrast against it.

...but yeah, I'm of the camp that says it comes from a design point-of-view more than anything else. I think her boots work better with the rest of her color scheme when she wears the vest.

Also from what I've herd Archie actully came up with a back story for the shirt, talk about unecessary, all they had to do was have sally say she was feeling cold or something.

But I prefer the Vest myself.. And Most people do look better in season 2.. except Rotor.. Man do I hate season 2 Rotor

A vest offers no more protection than her fur, though. It certainly wouldn't absorb SWATbot lasers.

Well, of course not, this isn't like Ferro-Fibrous. But I was more thinking of the whole "tripping and falling and getting a nasty scrape" where the jacket would otherwise protect.
That and the pockets are handy.
