Do you think there might have been some factions on Mobius fighting Robotnik? No, not just Freedom Fighter Groups, but entire countries. He did say in one episode "I will conquer every inch of this planet", implying not all of Mobius is under his rule yet.

Yes. I find it hard to believe that the Freedom Fighters are the only ones resisting Robotnik. Also considering The Great War happened before Robotnik took over, there is at least one other nation out there.

I always figured he used the Great War as a cover to subdue any other powers, leaving only small pockets of resistance (i.e., Freedom Fighters) to worry about.
I always envisioned Mobius as a sort of world-state with the king of the world in Mobotropolis. The Great War was a rebellion, real or perhaps set up behind the scenes by Robotnik, that Julius squelched with the build up of the robotic army we see in Blast to the Past Part One. He then used the massive and easily controlled robotic forces to overcome the legitimate government of Mobius. So I don't see any other major players in the fight against Robotnik other than Freedom Fighter groups.
I love my God, my wife, my 5 kids, and I like my guns, my beer, my whiskey, and my pickup.
I dislike politicians, policemen, diet foods, no-smoking signs, and mowing the lawn.
I like Sonic games from the Genesis days, tolerate the Sonic Adventure series, can stomach Sonic Heroes, and can't stand the rest.
And there is only one true story of Sonic, SatAM.

I mean there has to be. It always seems like he only has control of a small section of the planet

I've kind of seen it as Robotnik only took over one country (not the world) as well, but he was still pushing for world domination. That is, if hadn't been for those meddling Freedom Fighters...

Also if you read the comics. Amy's Cousin Rob o' hedgehog is the ruler of a nation outside Butniks Grasp. Not to mention there is the Nation of the 4 houses out west. (That's being or was controlled by the iron dominion till sonic came by and helped stomp them
Light and Dark are two sides of the same coin. And when you run the rode in the middle thats when you know both is your friend and all those agest you are only what you bleave is evil. When your watch but never seen and run but cannot flee, all you have is time. Time to do what you believe.

I did went a route ala Muv luv where the russian equivilant of the warsaw pact were safe and keep there best for missions while the other countries under there rule were used as fresh meat for the grinder and not only there death toll was high ,but also resented those who are of the russian equivillant due to there being used.

Now that you've mentioned it, I have imagined a few nations as member states of his empire fighting for him alongside the SWATbots.

I could see some other nations/factions fighting Robotnik's Empire. But at the same time a few nations/faction could be allied with it.

Considering there were other Freedom Fighters aside from The Knothole Crew, yeah there are.
Granted we only saw a handful of groups at the end of Season 2, but again with Dirk and Pollo we never got to see their groups, and Ari's was completely robotisized. Though you'd think Griff and a few of the people in Lower Mobius would help but apparently not. I digress, there were possibly a lot more groups aside from what we saw.
And yeah there are probably some Mobians out there that were allied with Robotnik, be that mercs or actually on his payroll. If we get into that then that just opens a whole new can of worms right there about possiblites, such as a power vacuum after Robotnik's apparent defeat.
Considering all of the above I mentioned, we have a ton more stories from that as well, it doesn't just end with Sonic and Robotnik...so to speak.

I was talking about Countries, not Freedom Fighter groups. You are implying that Mobius is a single-world government. In which case, Robotnik has already conquered every inch of the planet.
Please, don't call me a jerk for saying this.

Actually I wasn't implying that Mobius was a single-world government, and by other Freedom Fighter groups I wasn't talking about it as in all from the same country, but rather other Freedom Fighter groups all over the world. Now as for other Nations that could be possible and be lumped in there as well.
Also sorry about that, I probably just misread this question but my previous answer still applies to it, only in this case not just groups but other Countries.
And no you're not a jerk, I just misread things, not sure what I was thinking there.
