With this logic we should ban pencils as well, as they can be used to draw porn. The media and market is not inherintly pornographic, just look at the famous, memeorable, clean, and edifying, Mizaki films like Spirited Away, Howl's Moving Castle, and Ponyo. Though the commentary on hentai specifically has some relative clout, this is ridiculously unjustified on a general level. So why the inconsistency, why the weird hiccup in logic here? Apparently the Russian Federation might have ulterior motivations when it comes to censorship. I'd dare state that The Russian Government is intervening between a foreign phenomenon influencing their culture, this imported product, all for the sake of some very questionable political ends – after all who watches the watchers? And who’s to say that these censors, this Russian Federal Service for Supervision of Communications, supremacy over all Russian media will be morally beneficial for Russia, let alone benifical to the liberty and God-given rights of it's citizens? After all, absolute power corrupts absolutely. If you put all your citizen eggs in one bad government fridge, all your eggs will quickly begin to spoil.
Putting this issue in its historical milue, we can this is really all about acculturation and a phenomena know as electronic colonialism which helped us win the Cold War (along with their own economic failings). Given the recent Russia-Ukraine civil tensions, it's transparent to the world (or least should be) that The Russians are trying to reestablish a non-westernized identity without it's borders, reexpanding into previously occupied lands from the Cold-War. So of course it they are pressing a Russian-centered mentality on their neighboors to the point of civil war and blood-shed, it is a given that they will want their own citizens within their borders to be loyal to the Goverment's idea of what Russia is supposed to be. There is great chance that Putin's administration and the Russian Higher and Lower Parliments are forcing a government censor between the outside world and Russian children. The flip side of this Ukrainian coin, on the inside edges of their borders, is that there are indeed younger generations of Russians that curious about the world outside their frigid and rigid boundaries. And, well, these youths, have fallen in love with Russia’s two biggest past foes - Imperial Japan (now a capitalist power house and fierce American ally) and the U.S.A (The Cold War). Imported media will succumb to a socialist version of the telephone game and the unique thoughts of the creators of such material will be "censored" (reinterpreted) through the grid of the Russian Government, essentially underhandedly nationalizing their media-industry once again right under the citizenry's unwitting noses.
Honestly when comes to the parents supporthing this ban their reasoning is largely based all on a false association, a logical fallacy called cum ergo propter hoc (this therefore it must be that!). In Russian history scenario's like this have occured before. Lenin himself called such people "Useful idiots." Just one exampled In early 20th century Russia many Eastern Orthodox ministers supported the bolsheiviks and socialist policies (like the power to ban certain products wholesale) as utopic. Then the Red revolution happen, then the White Revolution happend, and those supporters were sluaghtered and purged in the fires of the new socialist secularism. This could be history the petitioning parents of Russian children are doomed to repeat... The Russian Goverment, already suspected of violations of human liberty, have well exploited this and other opportunities to justify and rationalize their government’s fresh barrage of constrictive economic policies and their nationalist agenda (their pursuit of generating “patriotic” cartoons). When certain incidences happen to their children such as the fiasco involving the Death-Note suicide above, Russia’s vodka-drenched parents lash out because they are too self-righteous and self-deluded to realize their own sin in neglecting and failing to raise their children. It is an irony that Russian parents have killed most of their kids before they can even breathe on their own throughout their history - even still today it's 42 abortions to 100 born (Forbes, and this source was biased in their favor). So when their children end up self-destructive idiots with no moral direction, instead of taking up personal responsibility they think Mother Russia can legislate their problems away …and the children learn nothing as you are just attacking a symptom of the disease (does this economic control sound familiar?). The irony here is that this is ubiquitous multi-partisan problem, yet it is most dangerous in the hands of more anti-libertarian, leftist policy makers as they will actually generate economic regulations, bans, and sanctions against the products produced. Before you know it the “former” totalitarian government will be censoring their internet for just these same reasons - to uproot "anime pornography."
Ultimately this is a case of two wrongs don't make right, personal perversion clashing with possible totalitariansim. The instinct to ban material containing “foreign” ideas (and free-thoughts pertaining to them) and creative products are a hall mark of modern Russian history. It does not take much scrutiny to reasonably suspect The Russian Federation of still having a streak of the old secular and statist U.S.S.R, at least to several empowered politcos in the lower and upper-parliaments; for example, Putin was a high ranking official in the infamous KGB during the Cold War. Now, on the other hand, anime can be immoral, objectifying and exploitative, then again so can all art forms. There is a reasonable amount of justification when we take into account that the iconic proportions of many sexualized and objectifying anime characters that are built ascetically of the two-thirds rule to make those character’s “cute” when comes to parental concern. The psychology behind this is rather fascinating, for the sexualized characters actually exploit two human instinctual perceptions of what is universally considered beautiful: our love of children and our love of a suitor. The distrubing truth about hentai as a specific sub-genre of animie is that it is literally by-the-numbers perversion; the iconic proportions come from the proportions of young children's faces and many of these characters are delibertly illustrated as under-age. When an artist straps on the proportions of the Two-Third's Rule on the already deliberatly juvenile face of a character and put in on body of a sexualized adult they are mixing two strong instincts together, confusing and conflating the instinct to mate and the instict to nurture, especially in those undergoing sexual development, teenagers. This is why anime has a very strong and infamous undercurrent of illustrated child-pornography (known as you have probably heard wispered second-hand about on the internet as "Lolly" or "Cub" on seedy imagie sites such as Four-Chan). So yes, hentai as a sub-genre is technically – in that strict sense of proportion – a form of child-pornography. To top this off many anime indeed does “exploit interest to sex”, usually indeed “in perverted form.” There is also very little decent “storyline and any cultural or historical value” (Inserbia). But to ban an expression of the Japanese culture is questionable, and reeks of nationalism. It will also be counter productive, as it only make it exotic, an underground sub-culture, a forbidden fruit that will excite any rebellious sentiment among these addicted or curious youth. This will backfire the same temperance did in the United States, because it is a clear abuse and counterproduction of legislation. Legislation is meant to uphold a civil morality and foster it in the citizenry, not enforce it arbitrarily with an iron fist. Instead of forcing and banning people, teach them, incentivize them to do the right things – the problem with that is that you teach someone to think for themselves and the credibility of their own life choices in doing so. And Russia has shown a history of really, really, not wanting to gift their unwittingly consenting governed, given their totalitarian, ultra-nationalist, and socialist mentality.

When I say bad for the economy there have been a few Russian animation studios who have partnered with Japanese studios to produce joint animation. A example of this is the movie First Squad. Both Russian and Japanese studios worked on that.
From what I can see Putin is slowly trying to cut Russia off from the outside market while trying to create a strictly internal market once again. Like when the Soviet Union existed. They were not part of the global market. No foreign companies had anything to do with them.
Now I'm sure you will see increased trade and sales with the few allies who wing care either way. China mainly.

You are right. A Hot-War no...A new cold war? He already has it. Crimea was the warm-water port he wanted. The sad thing is that he might be taking advantage of America's weak president but he is myopic and not aware of what he is doing to his economy, and that his people are now westernized by our media and ways of thinking. If he bears down like he is doing...there could be a civil war in Russia as well as more issues outside the borders. He is a throw-back modernist in a post-modern world.

Wouldn't you want a curtain to hide too if, well, you know how short Mr. Putin is and thus little Mr. Putin is probably nothing to be proud of either. The last thing he wants is for the West to know of his "Shortcomings", if you know what I mean.
