This RPG is heavily story driven. While most of my others react to your actions, this one relies on a specific plot that would ruin the whole story if you saw from a villains point of view. I don't want to rewrite the story to include a villain's point of view.
Also in the Fallout there isn't really a Villain to speak of as of yet. Most of the Dangers are small groups on their own or the Nations that currently aren't at War.

Just note if you are going to be a hybrid, you only get some of the benefits from both and some of the downsides.

That's my point. just call upon me when the villain meets the party, so as not to spoil it all.
I could just as well be a leader of some form of bandits, or even full-time raiders, as well as maybe a rogue military element.

The Idea of the RPG calls for the players to be the "heroes" or Protagonists. You can't be the "villains" or Antagonists. You can be Antagonistic to your fellow mobians but you can't play the bad guy.

Anyways, to help you decide your Nation:
Kingdom of Knothole - The Hidden Village of Knothole, one of the main forces striking out against Robotnik's Empire, now reborn as The Second Kingdom of Acorn. However due to Acorn Family line having been lost to the War, the new Kingdom was named after the Heroic Freedom Fighters who faced the Robotnik's Forces. Led by Rotor Walrus and the Knothole Council, the main goal of The Kingdom of Knothole is to restore Mobius to its former glory.
The Eastern Alliance - Composed largely of those from the Southern and Eastern Freedom Fighters, as well as some other smaller freedom fighting groups and survivors, the Eastern Alliance blames the state of Mobius on the actions of the Knothole Freedom Fighters. Led by Empress Hildegaurd, the Eastern Alliance puts much of their pride in their military power. Their goal is wipe out the remaining forces of Robotnik by force if necessary.
The Mobian Underground - Also Known as Lower Mobius, the goal of these survivors is just that, survive whatever fate throws their way. Led by Griff, these Mobians couldn't care less who is in charge, or what the state the planet is in. They only care that they survive the next big disaster. Even at the expense of another nation.
Wolf Pack - A collection of Tribes largely formed by the former Wolf Pack Freedom Fighters. Since Lupe's sacrifice, Lobo has lead them through the thick and thin. Though Allied with the Kingdom of Knothole, the Wolf Pack considers itself a separate nation. While they try their best to help their allies, with scarce resources they sometimes feel that they are being taken advantage of. Their goal is to restore Mobius to the way it was, however they are willing to make sacrifices to ensure the survival of the Pack now.

Yes and no.
Remember it has only been Four Years since Doomsday. You could have family in the other nations because of location or that's who they sided with after the split. However It wouldn't be mother from one, father from another type thing. Likely your family originated from Kingdom of Acorn.
I'll probably make someone for the Wolf Pack.

Hybrid Traits: Use of Elemental Magic(Due to being Hybrid his powers currently cover Water, Fire, Wind, Earth, and Plant Life), Faster than average.
Cons: Wolf Pack Scar (all former or current members of the Wolf Pack have a scar marking them from when Robotnik first attacked them), Ordered not to kill (All Kingdom of Knothole characters are on strict orders by the council not to kill save for they be Robotnik's minions that aren't Robians), Wasteland Depression (Near Remnants of Robotropolis or in the wastelands where varying elements are scarce, feels weak due to lack of things to control), Not as fast as he was (Due to having to focus on two rolls, Ray isn't as fast as he used to be. May cause him to misjudge his abilities), Not as stealthy as he was (The Wolf Pack are known for their stealth, by spending 4 years in Knothole, Ray has lost some of that ability)
