I doubt it was Sega since they couldn't care less about Sally now. My thinking is it was the head of Archie's staff since they wanted to quell about the rumors about her being stuck as a robot or killed. Ian might even had a hand in this because he's most likely sick of all the venom filled letters and fans saying he's a Sally hater.
Although, the irony is, this closed one can of worms for Ian while opening another.

Don't worry, Sally. You're not the only one forced with having traits retained from their roboticization. Bunnie had to spend most of her time as a cyborg and she grew rather fond of it (until Naugus cured her), Jules has to spend the rest of his (immortal?) life as a Robian due to his injuries, Monkey Kahn still risks being mind controlled due to his robotic parts, and Julian is now stuck inside the body of his SegaSonic counterpart.
I don't see how Sally fits into this group because she doesn't have any robotic parts like they did, but just the Mecha Sally weaponized design as her outfit.

Then that leaves only Eggman. Julian transmitted his soul into a robotic body, but it was turned into a biological body thanks to the Bem. In the general sense, his new appearance was a side effect of his roboticization.

Except for the fact that nobody graphically modified Eggman's robotic body.
That's why Sally wearing an outfit that would remind her and her friends about her graphic modifications makes no sense. Why would anybody want to be reminded of that awful incident?

Perhaps is genetic. I mean, Dr. Eggman modified her robotic form (akin to her original form) and remolded her after his Metal series. If he added clothes to her, they're probably a permanent part of her body now.
Yeah... robotization is weird the more you analyze it. We still don't know how it all works, so anything's possible:
* Robotization was invented to cure the injured, yet Jules is the only remaining Robian due to his injuries. (Okay...)
* Robotization works on an Overlander only if he/she "volunteers" to be; otherwise, they'll become a statue. (What?)
* Robotization can somehow be naturalized/reversed (whether it's through power rings, magic, or aliens), yet its effects are permanent on dragons. (Strange...)
* If a person's roboticized body is modified, that person's physical appearance is also altered. One can also transmit his/her soul through computer A.I. to another robotic shell, which can become their new permanent body if de-roboticized. (Scary!)
Funny, robotization was a concept introduced in SatAM. In the original SegaSonic and Fleetway universes, Eggman simply places animals inside his robots and that's it. It's funny how they managed to change such a simple idea and make it into a complex issue.

Robotnik did Weaponize Sally yes, but it never said anywhere that he changed her. Her weapons could all be built over her original body. And don't say he can't...cuz if in one issue Shadow Can debate using what looks like a cheap knock off of a Mega-Buster without being robotic, Robotnik can always build weapons over Sally's body without remodeling her.

. While chest is blue, black triangle isn't the same colour as the shirt under her jacket.
. Upper arms are blue and silver, no brown at all.
. Lower arms are silver and black. Hands are silver (could suggest white) no blue on there at all where the blue ring of her new gloves would be.
. Stomach is silver, not brown.
. Hips and upper legs are blue, not the black of the shorts in the new design or any of the brown of her actual legs that show.
. Lower legs and feet are black, not the same color as her boots in the new design.
. BONUS: Random black shoulder pads that are not linked to new design at all.
So, can some please explain to make how her current robian form will automatically equal the new design once she is de-roboticized? And a logical answer please. Anyone who can convince me will get a cookie.

Brutal words, but you hit the nail on the proverbial head. And the sad thing is, most of the fans don't care. All they're saying, "Hooray, Sally's back!"

This just proves to me how little Archie Sonic values Sally. They brutalized her in some of the worst ways possible and then make her wear an outfit that reminds you of that horrid treatment.

And he seems to have more logic to his reasons then anything you've come up with. Everytime I read one of your posts I feel my brain dropping several IQ points because they are either long winded posts with little to no point of getting your reason/excuse across, or just boring ass long Youtube videos of the same nature.
