An Issue With Super Sonic

Which, by reasoning, meant it was in the middle of Mobotropolis, which begs the question: What was an anciet, evil wizard's lair doing in the middle of a city and why did King Acorn never really do anything about. Although I suppose it would be kind of like that old riddle "Where does an 800 pound gorilla sleep? Wherever he wants." Maybe King Acorn just figured he'd better leave well enough alone and it just became a royal eyesore. After all, Sally DID know who the Guardian was without having to bother asking Nicole.
But then, when Robotnik tried to teleport Sonic with Lazaar's computer, he was out of range, but Sally wasn't. You see why this is confusing me?

1.) It's filled to the brim with dangers, from the lava pits outside the castle to the various traps within. The Forbidden Zone thus might have been discovered at an early point in Mobian history and deemed too dangerous to explore or approach and was thus sealed off, only for Robotropolis' creation to destroy that seal and leave the Zone exposed.
2.) Similar theory, but cut out the middle man: the Forbidden Zone may have been hidden somehow prior to Robotropolis' creation, but afterwards was exposed.

Sonic was "out of range" because he was trapped in Lazaar's magic bubble. Lezaar's magic was interfering with that of the computer, causing it to spit out an error.
