Possibly the same way Sonic was able to jolt Muttski's memory in Heads or Tails without a power ring... The dragons seem to be more of a transition species: somewhere between feral creatures and Mobians. So, their brains may work differently. Notice that in Blast to the Past, Dulcy's mom acts more like what one would consider an animal, than a mobian?

I'll try to split some hairs here: it could be that Robotnik is capable of accessing information from his "Robians", but only basic, general information; so accessing the mind of a roboticized dragon may only offer an encyclopedia-esque summary of their species, still valuable for discovering weaknesses.
Accessing more than that and "tampering" with memories could accidentally lead to a roboticized being fighting their programming. When he knew Uncle Chuck was already free of the programming, he saw no problem with trying to dig deeper into his mind, since his programming was already compromised.
I'm sure that doesn't totally pave over that pothole, but, hey, worth a shot.

Another thing is that could have been a basis for an entire episode, where robotnik made a clone of him and the FF's don't realize it. Who knows?

The show's writers never really worked together to make things like that work. There's whole bunches of stuff that could have been picked up on but were just completely dropped... the most glaring ones being:
* The secret scrolls in season 1 were completely forgotten. Do we even know what they were supposed to do?
* The season 1 arc where Sally looks for her father was basically retconned away in season 2, since the situation with her father in season 2 seems inconsistent with the whole Ironlock Prison thing in season 1
* Rosie's return in season 2 had no significance as she never appeared again (though I imagine that would have changed if there were a season 3)
So, basically, everyone had their own plans and the result was a bit of a mish mash.

That doesn't seem like it wold work. Sonic wanted to free Cat, but Cat insisted that he go and warn Sally and Ant instead. And Sonic did come back for him, but he was gone. Cat is old and presumably a seasoned freedom fighter. It just doesn't make any sense that if he'd managed to escape, he'd go against the freedom fighters. That makes about as much sense as Sonic deciding that Ant's a great guy... Glass hammer logic...

In the Way Past Cool interview with Ben Hurst in your Box Set he explains each episode had wins and losses for the FF's. BTTP brought Rosie back, but Sally still lost two ff's prior as far as we know.

IU had reasoning for it that at least made sense to me. But for the life of me I can't remember what it was.

The Swatbots are inconsistent with firing at Sonic because he's more valuable alive. I'm trying to make out Robotnik as not so evil. But this is about that one ff', so what do i Know?
