My favorite's Julie-Su. Strong yet caring, and the cutest thing in the franchise. I like a girl who can shoot, too.
Sally's also up there, strong and intelligent. Assertive, but not bitchy. Great chemistry with Sonic. She was admirable, but balanced; a very realistic characterization. Despite being a chipmunk of course.
3rd is Bunnie. Very nice and patient, despite what happened to her. A good suppressed angst character.
I like Amy, too. Just, not as Sonic's girlfriend. She's cute and I think her craziness is charming. She's also a badass with that hammer.
Lupe's a good strong female, although her quasi-hippie-earth-loving-Indian thing bugged me a little as it was a little bit of a cartoon platitude. I still like her though.
My least favorite is definitely Rouge. She's not a very well-developed character, and she's the closest thing to a ho the Sonicverse has. She's the most sexualized character, and she's not even that pretty. Her suit looks ridiculous and impractical. She wasn't that bad until the comics made her this super-badass buttkicker who can beat anyone up (how that makes sense with her shape is beyond me.) Potto certainly exasperated this and robbed her of any balance she might have as a character, and also made her a completely unlikable homewrecker. I guess she's just the female embodiment of the SatAM/Archie vs. SegaSonic continuities.
I'm not that big a fan of Mina. She's nice, but she's kind of cutesy, ditzy anime character.

Lupe, the wolf girl from No Brainer, Sally, and Bunny, in that order. And maybe the Sallybot...
1: Lupe's a stong female and a wolf. Winning combo.
2: The unnamed wolf gal, is well... A mostly neked wolf gal.
3: Sally and Bunny really kinda tie for 3rd, for me. They're both great chars, but I just have a preference for wolf gals.
4: The Sallybot from Sonic and Sally is quite nifty. A little tweaking to the ol' program and some minor repairs and I'd bet that she'd be quite useful to have around. Especially with that laser finger.
I'm not familiar the other chars in the list, so they're all out of my rankings.

Since when was Mina a ditz? Occasionally dramatic, yes, but the same could be said for characters like Sally and Amy. She might've been lovestruck during the triangle, but I never saw the comics potray her like a ditz. She was never really all that goofy to begin with.
I think I'm more drawn to girls like Mina, Amy, and Bunnie (as well as Tiara Boobowski, who I didn't mention but should have) because they all felt more realistic as characters compared to a lot of the other girls, who I think Archie tried too hard to get people to be fans of. With a lot of the girls, I felt as though they were supposed to be potrayed as role models, which isn't bad inherently, but it wasn't really done in a way that felt relatable or realistic to me. Some writers even went a step further and strove so hard for some these ladies fit their (or the 1990's) ideals, that some of the females became Mary-sues as a result.

Mina Mongoose complex: Distorting the events/logics of a storyline/universe to make advantaged a particular pairing
Fiona Fox complex: Making a character OOC in order to satisfy a pairing prefference. Rouge has known of Knuckles' existance for well over a year and didn't give a crap about him. She was actually developing more with Scourge until Ian came and split them up so that he could preserve Sonic/Sally and Knuckles/Rouge (both of which he's admitted to being a fan of).
Personally, I take whatever Ian does with the characters nowadays with a grain of salt. I'm not about to hate Rouge over something that wasn't even plausible to begin with. Same goes with Fiona.

It's the fault of the character designer and animators. Though, I do recall at least reviving an awareness of her on some of the old topics like this back on the other board. I know that my fascination with her is derived from the episode, not someone else's fascination with her.

The gals I like and reasons why
Sally: She pretty much is the brains of the freedom fighters. plus with nicole i can picture here as a hacker chick to.
Bunny: She pretty much the muscle and the heavy hitter of the team. Plus gotta love that southern accent <3!
and for the game characters
Blaze: I been growing attached to this character due to her personality and her abilities. plus she's the only game character who is of royalty... for now..
Rouge: Mostly I like the whole spy thing with her due to she's a agent of G.U.N. I think i'm all for the spy gals.
i'll add more if i find other sonic girls that peek my interest ^^

My votes Sally, she has a good head on her shoulders. If anyone balances out Sonic, it's her.
Though Bunny gets a close second in my eyes. Hits hard, but cares for others harder. Plus, we're both southern
(tough my accent is near invisible next to her's 
).

I'm very honor!
Anyway,
Here are my thoughts of the Sonic girls I've post:
Sally: Still my #1 favorite!
Bunnie: She's one bad-@$$ cyborg rabbit!
Amy: She's okay... she can be quite crazy sometimes!
Mina: I'll always like her... even if she done stupid things, I'll always forgive her. Just like she ask Nicole forgiveness
Fiona: I think it's better if she's neutral... still like her 
Lupe: Very appearing character for a wolf-pack leader
Hershey: She may be dead... but I still believe she's alive in my heart
Rouge: She's alright... not my favorite... always a tramp
Blaze: She's cool, for a framing cat
Julie-SU: She's still a bad-@$$ character... I'll always miss her... hope she come back before Knuckles gets a new girlfriend!
Others: Let's see... I like Nic the Weasel, Bride of the Conquering Storm, Lien-Da, Nicole the Lynx, Lyco and Leeta: The Wolf Twins, Barby Koala,.... that's all I can think of!
As for my least favorite... let's see... I've always dislike Dulcy the Dragon, she's quite annoying and the worst flyer!. Cream the Rabbit... 
. Vanilla the Rabbit... who cares! Sera the human cat from the Sonic OVA Series... she's more annoying then Amy! Marine the Raccoon... still the same as Cream!
